Proposal for a new rapid bus route, as a precursor to a streetcar line and, potentially, a larger tram network. An array of regional and local transit converges on the urban core of the East Bay, yet no single service connects the various downtown subdistricts. A streetcar project remains unfunded (see "Jack London BART Feasibility Study"). This proposal, modeled on shuttle services in Washington, D.C., Denver and Emeryville, could use existing three-door, low-floor buses from the AC Transit fleet. Five-minute headways are envisioned, and fare-free service like that in downtown Portland and Seattle; still, operating costs for the three-mile loop should be relatively low. Capital costs would largely be limited to station amenities such as new shelters and signage. Service could easily be extended to the planned 3,000-home Oak to Ninth development, linking the isolated site to downtown jobs and retail and regional transit.
