Proposal for a long-term plan guided by two principles: one, current fiscal and political realities are ignored; and two, cost-effectiveness remains a factor. In other words, the map is not a "fantasy" it includes all existing and planned transit, and doesn't propose projects that would be clearly disproportionate to demand given potential for future development but it does represent tens of billions of dollars in transit infrastructure. Much of that investment will be necessary in 20 to 30 years as the core BART system reaches capacity, and
California High-Speed Rail could fund much of the rest.
